The law was signed by Goering, as Plenipotentiary for the Four-Year Plan. Every Jew had to declare assets valued at above 5,000 Marks, with the exception of supplies and household articles for personal use that were not considered luxury articles. This law was another stage in the preparation for the expropriation of the Jews. One of its regulations stipulated that any sale, lease or transfer of Jewish property, even as a gift, required a permit by the authorities.
